Study On City Community Governance Model Under The New Public Management Theory

At present, China is in the fast urbanization, followed by rapid changes in society as a whole.In this process, urban renewal must go through stages of development. The community is a formof organization of the urban grass-roots community plays an irreplaceable role in urban renewaland social development. The community governance performance is directly related to the citypolitical stability and social development. In recent years, the community of practice andexploration and theoretical studies are highly valued in the country, the Ministry of Civil Affairshas identified26community building experimental area and selected demonstration areas, play aleading role in the country to promote community building. Urban community governance is thebasic way to achieve a harmonious community, how to improve community governance hasprofound theoretical and practical significance to the development of urbanization.In this paper, It has a comprehensive comparison and empirical research, and analysis ofcommunity governance model in urban renewal based on the theory of public governance and newpublic management theory. Firstly, the background and the status quo of China’s urban renewal ofcommunity governance in which the study; Secondly, a comparative analysis of the model ofgovernance at home and abroad, select the typical three modes-autonomous mode, thegovernment-led model, mixed the governance management mode, select three modes-mode ofadministrative, service mode, autonomous mode, the first analysis, comparative study. WithChina’s transition from a planned economy to a market economy, China’s urban renewal has alsoundergone tremendous changes, this paper analyzed the Evolution from the demographictransition, spatial layout, economic structure and community social groups participating systemseveral different point of view, the systematic analysis of urban renewal in the communitygovernance model. Taking into account our county, district-level units up to more than threethousand, although the communities around the differences, but the basic characteristics similar.Therefore, the end of this article, Yun County, Hubei urban community is selected as a sample ofthe urban community governance model empirical analysis. Regional economic development, theanalysis of the system of government policy, urban living space layout, the quality of thepopulation and other factors, to build the organizational system of the urban community governance model, and thus proposed a new model of urban community governance of YunCounty, Hubei-multi-grid management service model, given the strategy of the urban communitygovernance. From this point, play a certain role model and reference for other cities in Chinacommunity governance.In this paper, It has systematic theoretical and empirical analysis following conclusions andrecommendations order to effectively carry urbanization, protection of the coordinateddevelopment of the community, should keep pace with the times, supporting community systempolicy reforms, the implementation of grid management new service model, as the main body ofthe multi-grid management to implement differentiated policies in the country according to localconditions, a phased adjustment strategy, with Chinese characteristics, in order to establish acommunity governance model, effectively do the work of community-based management.
