The main point of the evaluation study or implementation is process more than results in university physical education field, achievement is the major form of evaluation results. Since the main elements such as attitude and habits in process evaluation are too abstract to quantify, it is difficult to evaluate those elements objectively. The lack of necessary connection between learning assessment and other elements in physical education is the reason of the evaluation departed from the physical education target. By dialectical analysis of the actual effect of the university physical education learning evaluation in enhancing physical ,fitness and improving the sports attainments, Studies suggest that perfect evaluation system should be created for an objective evaluation of the learning process.The research makes a combination of evaluation and teaching content, focuses on the quantifiable evaluation elements in learning process, considers the abstract elements at the same time; finally get a promotion in complete of the course.Literatures and surveys of control group students and teachers in Shenyang are both used to understand the implementation and status of learning evaluation,By another survey only for basketball teacher, statistics result of the weight of the internal structure elements of the evaluation system is obtained;Then use the result practically by returning the result to the basketball teacher to form a standard in distributing the evaluation score,An experiment for one semester is carried out in the students of Liaoning University. The differences between the experiment data and control group data show the practical evidence of the quantified elements. A study of 6 college students which have different degree in physics is another experiment to prove the use of abstract elements in evaluation.The results show that the students have a great progress in anticipation and exercise, the free time in class decreases apparently. Those students who are in the experiment are better than the whole students in learning specific skill or methods of physical practice. Evaluation system has a effect of improving interest and knowledge of physical education, also make student a correct attitude in practice. it is considered as a public fair just system to make students more positive to join the course.Evaluation system has some features. It helps teachers easily formulate the teaching content and has a clear thinking in teaching and evaluation. The enthusiasm of teaching will be promoted and regulated. it also promotes the combination of leaning motivation, process and results, trains the independent study skill with the non-independent and half-independent learning methods. The significant elements during the evaluation have a great effort. The system tells the different and common feature of sex differences.The study suggested that the advanced technology used in learning evaluation and financial support given to teachers. Sustainable sports clubs and campus sports cultural activities should be built. The activities organized by educational institutions of observation and evaluation experience will be helpful. The release of restrict implementation of learning evaluation will improve the advantage of each college and university.
