This article seek to through the investigation of the educational appropriationscurrent situation in recent years of Enshi state Badong County to know the carryovereffect of balance education policy, meanwhile, through international comparison of therelevant policies, practical and systematic analysis of the balanced development ofcompulsory education finance, strive to improve the equilibrium level of funding foreducation and efficiency in the use to provide a scientific basis.The first part is Introduction.
