Since the1980s, China’s administrative departments of Education announced aseries of policies and regulations to promote the balance development of compulsoryeducation, Compulsory Education Law revised in the2006amid definitely specified thegovernment above the county level and education authorities must narrow the gapbetween schools and promote balanced development of education. The CPC CentralCommittee Political Bureau considered and adopted the "national long-term educationreform and development plan"(2010-2020) clearly state to implement the policy of faireducation, in order to achieve the community further harmonious and stable. The Hubeiprovince also started the implementation of "the balanced development of compulsoryeducation plan" to support the transformation of weak schools, and promote thedevelopment of national education.However, because of the economic, social and historical reasons in our country,between regions, urban and rural areas, schools the phenomenon of imbalancedevelopment of compulsory education are still exists.Following the overall strategicdevelopment of compulsory education, the balance development of compulsoryeducation in the minority nationality regions has become increasingly prominent.According to this instance, the Government implement the Compulsory EducationPolicy. This article seek to through the investigation of the educational appropriationscurrent situation in recent years of Enshi state Badong County to know the carryovereffect of balance education policy, meanwhile, through international comparison of therelevant policies, practical and systematic analysis of the balanced development ofcompulsory education finance, strive to improve the equilibrium level of funding foreducation and efficiency in the use to provide a scientific basis.The first part is Introduction. Through combing domestic and foreign literature andinformation on compulsory education finance equalization to define the related concepts.The second part is review. Summarized since1980, China promoting the national voluntary financial equilibrium policy, and explore the policy formation and trajectoryof deepening; third part of Badong County, Enshi Prefecture, field research, case studiesof China’s balanced development of compulsory education and the causes; fourth partdrawing on the basis of the experiences of other countries on the existing problems andimprove the current balanced development of compulsory measures. The finalconclusion, further to establish a scientific balance of the fiscal policy options, expliciteach levels of government education fiscal responsibility, improve the compulsoryeducation transfer payments system, implementation the special budget for the funds ofcompulsory education, establish and perfect the supervision mechanism proposals toensure the obligations of the state in ethnic minority areas The education of the policiesand regulations put in place to promote the balanced development of compulsoryeducation in ethnic areas financial.
