The national long-term education reform and development plan for (2010-2020)states that higher education has to improve education quality and talents trainingquality in the next ten years, and should put the improvement of quality as the core ofeducation reform. The quality of higher education becomes the common concern ofhigher education sector and society once again. Government increased the educationinput this year, and put4%of gross domestic product as financial education funds,and required local government to response actively. But problems increased more andmore at the same time, such as higher education quality slipped, high tuition andcorruption occurred frequently. Thus, how to reduce unreasonable phenomenon likeeducation resources waste, how to make full use of education resources on educationquality, and how to ensure the quality of higher education while states increase theeducation financial investment became the focus of attention.In this thesis, the management of quality cost theory applied to the field of highereducation, and the cost of Chinese higher education quality was analyzed from twodimensions of quality cost.On one hand, author investigates higher education quality cost from thedimension of “bad quality cost”. From the view of college economic organization, thecost of higher education quality is similar to the cost of enterprise quality, in otherwords, it includes the cost of students’ unqualified skill training, such as the waste ofresource and loss which caused by failed, drop out, etc. and includes the cost ofpreventing unqualified situation. In this thesis, author analyzed the data fromquestionnaires and interviews, and found the waste of education resourcesphenomenon which caused by unqualified quality seriously.On the other hand, author made comparison of cost of higher education from theview of “quality cost incurrence”, and divided university quality into “qualified”,“excellent qualified” and “top qualified” by using the method of benchmarking, andthen made the layered comparison of the total cost of higher education in China and U.S and the proportion of internal composition. It is found that cost of Americanuniversity quality and proportion rise gradually by the benchmarking ascension whichreflects people-oriented running purpose of American higher education, while Chineseuniversity don’t have. In the process of the development of Chinese university, the useof education resource does not display people-oriented objective but light weight.In the end, from the angle of management of the cost of higher education qualityoptimization, some strategies are proposed for the input and use of cost of highereducation quality.
