In the21st century, with the coming of knowledge economy, the tide of worldscience and technology and economy has pushed our country into a new era with bigopportunities and serious challenges. In the new era, the elements which enableorganizations to gain sustainable competitive advantage are no longer the capital andtechnology, but talents. The universities which gather and cultivate talented persons,shoulder dual missions of revitalizing country through technology and education andrevitalizing country through human resource, and they bear functions of personneltraining, knowledge innovation and social services, they are in a basic, guiding andoverall strategic position in building innovative country. Therefore, the problem ofuniversities’ construction and development has aroused widespread concern. Themiddle-level leaders are dominant force in school, and they play a role in connecting theleadership and the underling and connecting interior and exterior. They are not onlyparticipate in setting policy, but also perform those policies. So the whole quality of themiddle-level leaders directly affects the cultivation of high-quality personnel and theadvancement of knowledge innovation, meanwhile, it also directly impacts on thedevelopment of colleges and universities. As college middle-level leaders, whatqualities should they have to undertake the responsibility of developing college?The building and development of competence theory has provided a newperspective in selecting and managing talents scientifically. Today, in the process oforganizations’ development, establishing competence model system has been a basictask in the process of human resource management, and it also promotes the effectiveimplementation of each subsystem of human resource management, as a result, all ofthat can form a human resource system with strategic significance, so, it can improvethe competitive power and stimulate the development of organizations. The research of‘competence’ has been a hot issue in subject area including contemporary management,organization behavior, psychology and pedagogy.Under the direction of relevant competence theory, using literature retrieval andanalysis and Behavior Event Interview, this article establishes initial six evaluativedimensions which includes52specific elements, then, we prepare questionnaire andoperate the research, select the data of college middle-level leaders’ competence. We usethe method of factor analysis in SPSS17.0statistical software, and work out the competence of college middle-level leaders, it contains13common factors, includingpolitical democracy, fair and honest, practical ability, professional skill, directorialability, performance consciousness, position understand, upload issued, relationshipcoordination, unity and assistance, motivation and delegation, training and guiding,strain capacity. We also confirm the weight of each common factor. In the last, we takethe competence model of college middle-level leaders as implement, study the use ofcompetence model in selecting, training and assessment of college middle-levelmanagers.
