Accompanied by the elite to the popular development of higher education, declineof the quality of Higher Education also attracted the attention from the public, how toprotect and even improve the quality of higher education has also become the problemwhich the field of higher education of our country and the world pay attention to.For a long time, in China, in addition to the implementation of a series of landmarkprojects in order to improve the quality of higher education as the core, such as "211","985","quality engineering" and other works, the scholars also introduce new ideas andconcepts to continuously explore actively. And, the introduction of the concept of"quality culture" provides a new practical way for research of protecting and improvingthe quality of higher education. However, because most of the construction of theHigher Education Quality Assurance System is still stuck in the material construction(especially hardware construction) and the level of the system construction, inadequateattention for education ideas, concepts, laws and regulations, cultural practices, whichbelonging to the cultural aspects of software construction, the quality of the researchinstitutions of higher learning and cultural construction is particularly important. Yearsof practice confirmed that,deep-seated cultural factors have strong stability, it not onlyinfluence on the people’s depth hearts, but also be not affected by changes of externalfactors, and it play a major role in the process to improve the teaching quality of highereducation.This paper uses qualitative analysis, theoretical research, comparative analysis andliterature study method to study on the construction strategy for quality culture of highschool. On the basis of inheriting the previous theoretical and research basis of theresults, establish a people-oriented and strong operational quality culture of high schoolexplorative. The study start from the theoretical basis of the quality culture, throughqualitative analysis of the quality culture of high school’s present situation, follow theideas of asking-analyzing-solving problems, analysis of related factors of qualityculture, elements and evaluation criteria detailed, on the basis of research for higherquality culture reasons, objectives, significance, content, learn the successful experienceof foreign universities Quality Culture, proposed construction of university qualityculture, and improve higher education quality assurance system effectively buildingstrategy for the actual situation of universities and colleges, have made a detailed studyand discussion for the cultural construction of university quality objectives, content, methods. At last, there are full text of the conclusions and vision for the future.However, the quality of cultural studies must pay attention to such a question,although in China building a quality culture has become an important issue in the fieldof higher education, implement quality culture is still not a simple matter, it is asystematic project, involving more than one level which can not be achieved quickly.Therefore, carry out the construction of a culture of quality, the fist thing is evaluationcolleges and universities a culture of quality‘s construction status objectively andaccurately, including the current concept of quality management, quality managementphilosophy, quality objectives, quality standards, quality management systems andquality management methods and their advantages and disadvantages, etc. The qualityculture have closely related with institutions of higher learning education and teaching,it’s reflected in the day-to-day teaching and management of the universities. At the sametime, In the process of cultural construction of institutions of higher learning quality, weshould combined with the actual situation of the universities, step by step, constantlyimprove, fostered a unique, distinctive, and full of vitality and competitiveness of thequality culture, promote the sustainable development of the school. Overall, we shouldattaches great importance to that: seize the essence and substance of the culturalconstruction of the Higher Education Quality, and pay full attention to the historicaltraditions and universities of China’s own cultural superiority.In this paper, there are four parts: the theoretical foundation of the universityquality culture; the cultural construction of the status quo of China’s Higher EducationQuality; the advanced experience of foreign universities a culture of qualityconstruction; and the cultural construction strategy of China’s Higher Education Quality.
