As the political and social reform in China continues promoting and deepening, thecommunity has become an important part of social development and bears more andmore social functions. Build a service-oriented community has become the basic needsfor building a service-oriented government as the government functions continueadjusting in the new circumstance. To strengthen the capability of professionalcommunity workers is especially significant as they are engaged in the frontiermanagement of community. It’s an important subject to study how to build up a team ofprofessional community workers which is of high professionalism, strong skills,outstanding work ability and can carry out varies policies and solve dilemma ofcommunity as well firmly.This study emphasizes analyzing the components and structure of urbanprofessional community workers in the competence methods from China’s nationalconditions. The study is also aimed to design the reference standards for recruitment,training and performance evaluation work of these urban professional communityworkers. Meanwhile, the study provides the reasonable suggestions for improving theservice standards and scientific management for urban professional communityworkers.Therefore, this study design and distribute questionnaires based on the CriticalIncident Interviews with the urban professional community workers in the district ofShapingba of Chongqing province. This study put forward the concept model of urbanprofessional community workers according to the exploratory factor analysis on thereclaim questionnaire data. And prove the rationality of the concept model through theconfirmatory factor analysis. This study shows that the concept model includes threedimensions and fifteen indexes about the capability of interpersonal management, selfmanagement and comprehensive vocational skills. In the end, through path analysis onthe potential variables this article demonstrates that the opinions as below:The interpersonal management of urban professional community workers has strongpositive effect on relationship management performance in a certain degree. Theinterpersonal management show positive effect on task management performancethough the relationship management performance. The comprehensive vocational skillshave less influence on the task management performance. The self management has relative strong positive effect on the task management performance.
