And has formed there on a five year roundundergraduate teaching evaluation, on the teaching assessment of substandard schools theMinistry of education will urge the rectification or is ordered to close down. The firstassessment work has been completed, on such a huge project, how to understand and evaluate?At present has it been gained effect and experience? exist problem and deficiency. In thefuture how to improve? Therefore, it is necessary to work on this project to conduct acomprehensive, in depth, the systematic analysis and exploration, as the administrativedepartments of education and higher school leadership to decision-making services.Assessment is society review school quality of education, to prevent and control teachingquality, in the education "popular" social background .Assessment is for the school summaryof the past, drive now, planning for the future of the rare opportunity,the results have asignificant impact on the reputation, survival and development of the school and related toevery staff career development and personal interest.Through careful assessment, is good onthe construction of the school, reform, and development. Comprehensive, thorough, systemreview of national ordinary university undergraduate teaching assessment of the progress, sum up experience, positive result, find out the existing problems and influencing factors,gain comprehensively reflect first assessing situation of the informative material.From the international point of view, establishment of higher education quality assurancesystem is to represent the general trend. According to the International Federation of thequality assurance agency for higher education in a 2003 statistics show, there are at least 47countries have established a quality assurance agencies, particularly in Europe and the UnitedStates have established mature quality assurance system of higher education. On the collegeundergraduate teaching level evaluation value analysis and with foreign higher educationevaluation based on comparative analysis, must from system innovation, system innovation,method innovation and method innovation to reform. To further explore the relationshipbetween the university teaching quality evaluation and quality assurance system of highereducation, to study theory innovations.
