In new century, China’s sports career has made gratifying achievements, but also quite alot of problems remains to be solved, among which the contradiction between people’s demandfor sports and the lack of sports facilities stands out most. In recent years, In some governmentrelevant conferences and documents, it has been proposed for many times that more investmentshould be put on sports career. Meanwhile, many scholars have begun to study public sportsplanning and reasonable construction investment on it from a different perspective, whichmainly focus on urban and rural sports planning, the city sports layout and updates, sportspublic facilities and services, construction path input, and the Government and socialinvestment input path. In fact, all these researches have great theoretical and practicalsignificance in satisfying people’s need for sports facilities in both urban and rural areas,increasing investment on sports facilities and expanding input channels. However, accordingto the results and situation of present researches, there is few people study city sports facilitieslayout and planning and the current situations and factors of urbansports life circle from theperspective of sports life circle. Neither from the prospective of regional sports developmentstrategic. Therefore, this research starts with meeting people’s growing needs for sportsfacilities through methods of literature, interviews, questionnaires, geographic systems analysis,case analysis, drawing on urban planning, theory of economic development strategy and sportstheory to analysis the layout of partial stadiums in Shenyang City currently and the publicdemand for sports space. It aims at providing some references for the layout of urban sportsstadium, sports facilities planning in urban and rural areas and urban sports planning.In this study, literature, field survey method, questionnaire survey, of GIS analysis,interviews were used to analysis the spatial layout of Shenyang stadium and the public sportsneeds for sports room. There are many problems exit in Shenyang’s sports venues, includingcontradiction between people’s increasing exercising demand and inadequate sports facilities,lack of hierarchical scale in gyms, uneven distribution of existing sports venues, low openingrate, low utilization and so on. What’s more, public places in their communities, theneighbouring parks and squares and gyms are places where citizens exercise the most no matteron weekdays or weekends. However, the hierarchy of needs is in a constantly changing processand the choosing on sports items are developing in a diversified way. Based on what we got in the study and the ideas of central geography theory and " point-axis circle "model ofdevelopment borrowed from economics, we had a deep thought on the layout ofsports life circle.We come to the conclusion that the model of Shengyang’s sports life circle is" point-axis circle", that is to say, the sports circles are set up according to residents’ different situations and tastes.At the same time, based on Shenfyang’s large, medium and small sized gyms and residents’need for stadium’s distance and accessible services, citizens’ demand for sports spots isestablished. Therefore, to realize the developing structure guaranteeing that every citizen hasthe access to gyms from distance to nearby through the mechanisms of "axis point".
