Poverty is a serious problem plaguing human development, since the date of mankind beginning, poverty has been accompanying with people. Poverty exists in all countries, whether developed or developing ones. If a country was always poor, and then, on one hand, it can not realize the country’s prosperity and well-being and happiness of the people, on the other hand, this country cannot be based on the international stage for a long time. As an agricultural country, the number of the rural population accounted for70%of the total population, so we have to pay more attention to rural poverty, in addition, the Intergenerational transmission of poverty has become the leading factor of some of the poor families. In fact generational poverty is not terrible, what makes the matter worse is that the terrible poverty transferring and causing a few generations to become poor. Intergenerational transmission of poverty may make such a group of families have no ability to get rid of poverty, or even lose their faith of life. Why parents are poor, their children also following the poverty? How do parents’ poverty will be passed to the next generation? Dose living capitals of poverty play a role in the process of passing poverty? While in the intergenerational transmission process, do social and external factors can play a role in that? With these questions, based on my investigation of Long Men village in Le Ye Country of GuangXi Province, through specific case studies, I analyzed the internal factors (capital of livelihood) and social factors that had led to the poverty delivery.The full text is divided into five parts.The first part of the article is Introduction, which focuses on the background, purpose and significance of the topic. Rural poverty population account for more than90%of the national poverty population, in addition, the Intergenerational transmission of poverty has become the leading factor of some of the poor families. Study on the rural "intergenerational transmission of poverty" issues; eradicate poverty, which is not just a task of single country, but also the challenges facing the whole world today. Second, review and summary the theoretical and empirical studies on the domestic "intergenerational transmission of poverty" and "living capital".At the same time, the terms of "Poverty" and "intergenerational transmission of poverty","living capital" will be defined. While recalling the domestic "intergenerational transmission of poverty" theory and research results, I’d like to lay the foundation of a certain theory in this article. Finally, for research purposes, this article describes research methods, ideas and case selection.Part two mainly discusses about the site of this research. First of all, this part of the survey site introduces the basic conditions。Secondly, the choice of the sample are described, as well as the samples of selected, which were men in Long Men village who were born between1971-1981. Lastly, in order to do statistics and analysis better, livelihood capital of this part was quantized, and the family economic conditions standardized.The third part based on interviews, from the perspective of sustainable livelihoods capital, I analyzed the rural "intergenerational transmission of poverty" factors, which includes natural capital, physical capital, financial capital, human capital and social capital of the five regard. These livelihoods capital have a close contact with each other. If health is not guaranteed, farmers will be returning to poverty because of illness, and the lack of educational opportunities make them lose the ability of getting rid of poverty, which also make it difficult to ultimately achieve sustainable livelihoods.The fourth part mainly discusses about the external factors that influence people to access and use livelihood capital. Livelihood capital does not go into effect independently, which also influenced by the peripheral environment. This article mainly analyzes the external social system that may affect the intergenerational transmission of poverty from perspective of the household registration system, the education system, the taxation system, the land system, educational system and culture system.Part five draws the conclusion. As a main factor that influences the process of intergenerational transmission of poverty, livelihood capital plays an important role in promoting or preventing the families from being into poverty. At the same time, as an outside factor that carries living capital on effect, macro social system is also the factors that can not be ignored. How to promote living capital to better play its role through the external social system is the important means that prevent the intergenerational transmission of poverty. Therefore, this paper puts forward to the relevant policies and suggestions, which try to make contribution to the anti-poverty work of our country.
