International competition in the 21st century in the final analysis is a talent competition, universities as institutions of higher learning to cultivate talents to shoulder the heavy responsibility of training to meet the needs of the age and mastery of the core competitiveness of talent. Students are the main force of the national talent pool, the student leaders is an excellent representative of the student population, so the level of ability and quality of the student leaders relates to the core competitiveness of the national development.Study of the ability and quality of training of college students has made some achievements, ability and quality of the student leaders to develop more mature research. In fact, the unique positioning of the student leaders decided their greater need for the ability and quality of scientific culture. This article is a systematic study to understand the students’ability and quality of development status quo, and seeking to further improve the status quo of China’s college students’ability and quality improvement program.Relevant research results and advanced experience, this study carried out for reference and application of competency model of McClelland and Maslow’s hierarchy of needs, and then applied and tested by these two theories are reviewed to draw for this the useful part of the study to build the theoretical framework of the article. By issuing a questionnaire three universities in Qingdao, the analysis frequency is the frequency results, build a Chinese college students’competency model, and our college students cadre selection, training and evaluation of the proposed rationalization proposals.This study thus asked the college students’competency model to start to create conducive to cultivating students’ability and quality of the environment and atmosphere; promote new ideas for student work is conducive to the ability to improve the quality of student leaders; exploration is conducive to the development of student leaders the ability and quality of education reforms; targeted to enhance the quality of student leaders ability to cultivate.
