With the development of economic and social progress, more and morecountries began to realize the importance of talents to economy, nationaland regional competition began to transformed into talents competitiongradually, and some place even see it as determinants of economicdevelopment. Regional economic influence and restrict talents demand, andthey have a close contact. On the one hand, as macro-economic support theregional economic decides the basic situation of the talents within theregion, and reflects the quantity and quality of the talents, and so on.On the other hand, talents play an important role in promoting regionaleconomic. As the primary resource, talents is an indispensable factor inthe region that can unleash their own knowledge and skills in theorganization. They play an irreplaceable role on the social material andspiritual aspects, in order to make a creative contribution to the country.On2011, China issued the “The Platform of12th Five-Year Plan forNational Economic and Social Development” which said we must rely onscientific progress and education improvement level to enhance thetalents quality, expand the talents group and exert the talents effectas the primary resource, implement the Technology and educational, Talentand rejuvenating strategy to build an innovative country. From this,personnel issues became the crucial factor in regional economic.In this article, it defines the concept of talents first, and givethe range of talent among their education, title, knowledge, expertiseand capacity in order to distinguish the concepts between talent and labor,and they can make a corresponding contribution to the society. Withquantitative analysis, this article adds human development indexinnovatively to analysis the market environment of our country’s talentsdemand. In the view of macro condition, it contains economic development,industrial status, job supply and demand, human development and development of qualified personnel. Equally in the view of micro condition,it contains talents education, technical grade and title, education leveland life expectancy, and many other state of the environment in order toanalysis talents circumstance overall. so, we can obtained the talentsdemand factors and indicators.The influencing factors of the talents demand are divided intodifferent structure levels by using the analytic hierarchy process methodto build a hierarchical model. The judgment matrix and weight index aredetermined by expert scoring method, calculating the importance level oftotal ranking, and then pay attention to the priority indicators on thedemand for talent, so that we can identify the problems and proposeappropriate measures.According to the above model constructed for the demand of talentsdemand in Jilin Province, we can obtain the total ranking of index weights.So we can know, economic factors, political factors and social factorsare most important among the influencing factors. On the factor layer,macroeconomic situation of GDP, national policies and regulations,industry and industry development among top three. So in the future, weshould give priority to macro-economic, national policy and industrialdevelopment to proceed. According to the personnel status and influencingfactors of Jilin Province, relatively our province have a low economylevel, short talents, poor talents bearing capacity, inadequate laws andregulations, low education level, imperfect talent management system, andthe job market system is not yet in place, the personnel of public servicecarrier is not perfect and many other issues. Against these issues, thearticle finally propose the policy recommendations to Jilin Province,they are: Put the community-oriented duty and promote the strategicadjustment of the personnel structure; continue to improve personnelpolicies and regulations and optimize the personnel system environment; active implementation of the province through science and educationstrategy to increase education investment; establish and improve thetalent market and service system, improve the functions of the departments;change the traditional intellectual cultivation, and focus on talentdevelopment.The talent development of Jilin province is a complex andcomprehensive engineering, we should put a comprehensive look at theprovince and have a comprehensive consideration of various factors toaccumulate sufficient human resources, in order to enhance the economicdevelopment of Jilin Province.
