Nowadays as our community are moving forward, unprecedented changes are taking placeon family relationship and family structures, as well as people’s expectations on such issues.Comparing with the old days, people are facing more difficulties and higher pressure in their roleof being parents. It is sad to find that occasionally children may have psychological problems assome of the parents are unable to exercise proper parental education. Thus, it is important todeliver professional help and guidance, which suits to our national condition, to young parentsfor them to give a better parental education.Parents Education is a guidance for people to become qualified parents. After a series ofprofessional studies, Parents Education helps parents to competent the career of parenthood.In recent years, there is improvement in Parents Education to a certain extent, but not all thedemands from parents and society has been met, especially in evaluation on how parents areperforming their role. Currently, most methods used in such evaluations are on a single aspectand subjective which hardly have multi-dimensional points of view to judge the overallperformance of parents. These methods are lacking of diagnostic functions and directivesignificance.This study therefore overviewed the concepts of Parents Education, parental competencyand Balance Scorecard(BSC). Based on the core concept of Balanced Scorecard and the strategicaim of children’s all-round development, this study constructed "Parental Core CompetencyModel" by Key Performance Indicator(KPI), and compiled "Overall Comprehensive Test andEvaluation on Parental Core Competency". Main techniques used in construction of the modeland test are Exploratory Factor Analysis(EFA), statistical independent sample T test etc; And thisstudy supported concrete evidences on "Parental Core Competency Model" by qualitative casestudies.This study was consisted of six parts:Part I: Overview of Parents Education.Part II: Logical construction of "Parental Core Competency Model" based on BSC. Part III: illustration on various fields of this study: train of thought, objective, target,procedure and methods.Part IV: result of this study. On one hand, this study used methods like EFA to extractparental KPI and "Parental Core Competency", and then constructed "Parental Core CompetencyModel" with three fields: scientific parenting, good communication and psychological maturity.On the other hand, based on "Core Parental Core Competency Model", this study compiled"Overall Comprehensive Test and Evaluation on Parental Core Competency" withcomprehensiveness, strategic, objectivity and reliability, and could be applied to practice ofparental core competency test.Part V:Discussion of the research. This study analysed the three fields of "Parental CoreCompetency", and supported concrete evidences on "Parental Core Competency Model" byqualitative case studies. Afterwards, this study discussed similarities and differences of "OverallComprehensive Test and Evaluation on Parental Core Competency" with other parentalcompetency test, and elaborated the revelation of "Parental Core Competency Model" on ParentsEducation.Part VI: Summarizing the topic and spotting the innovative points and limitations.
