The important goal of developing education at this stage is popularizing high school education. Themain way of realizing this goal in Henan Province is developing vocational education which is influencedby population and economic factors. One aspect is that the enrollment of vocational schools in recent yearsis still expanding, the other aspect is that the characteristic of talent training in vocational schools is notprominent and there are significant differences between the quality of personnel training and the actualneeds of society. The existence of this phenomenon will inevitably lead to the imbalance in vocationalschools in the enrollment number and the quality of talent training and is bound to affect the developmentof vocational education. Quality is the life of vocational education and characteristic is the original powerof the development of vocational education. The construction of talent training is the key factor ofdeveloping vocational education and enriching the connotation and also the fundamental guarantee ofculturing medium-quality skilled personnel. Strengthening the construction of vocational schools has beenour focus of attention. National Long-term Educational Reform and Development (2010-2020) emphasizesthat the construction of vocational education characteristic should be strengthened which fully shows theimportance of constructing vocational education characteristic. Now it is a critical period for HenanProvince developing secondary vocational education, while personnel training characteristics as the maincontent of the characteristic building of vocational schools should be the most important subject ofresearching vocational education.By means of the literature method, questionnaire method and interview method, this thesis exploresthe construction of the talent training characteristics in vocational schools in Henan Provence regardingfive secondary vocational schools as the research target. First and foremost, the paper strengthens theconstruction of the personnel training characteristics in the secondary vocational school from theperspective of the practical significance of personnel training characteristics. The personnel trainingcharacteristics in the secondary vocational school presents the needs of students’ all-round developments,of schools own developments and of the secondary vocational education to meet the development of marketeconomy. Secondly, a comprehensive system has stated the connotation of personnel training characteristicsin the secondary vocational school, especially I mainly analyze and explain the following six fields of connotation-personnel training target characteristics, characteristics of curriculum, teaching characteristics,“dual-qualified “teachers’ characteristics, the characteristics of humanities education and the characteristicsof entrepreneurship education embodying the above mentioned. Third, combined with the questionnaireinterview and first-hand date interviewing, it analyzed the situation, the exciting issues and the systemthrough talent training characteristics in five vocational schools. By means of analysis, it is not difficult tofind that there are following problems in the process of the construction of talent training characteristics infive vocational schools in Henan province such as the exact goal in training the talents, the construction ofunreasonable courses, the relationship both the standard of curriculum and the actual demand and theintersection of course content, what is more, including behind the teaching content, the dated teachingmethod, the practice equipment, the shortages of facilities, the serious problem felled behind laboratoryequipment and technology. Meanwhile, it consisted of the shortage of double-meaning teachers, the weakteaching force, the teachers’ task, the teacher’s structure of some unreasonable phenomena, the focus onpaying attention to the student about the humanistic education, the quality of students’ humanities, the weakentrepreneurship education foundation, to the inadequate vigor and so on. Fourth, it is about todemonstrates a brief introduction to developed countries of present situations by the contrast Germany,Australia and Britain, the writer make a conclusion such as the professional competence-based trainingobjectives, the practice-oriented teaching, the internal and external educational resources integration, theemphases on communication between schools and enterprises, the leading role to the industry and thequalification standards used to ensure the quality of personnel training and other measures of learning fromthem. Finally, with respect to the main problems consisted in the construction of personnel trainingcharacteristics of the secondary vocational school in Henan province, the writer expounds systematicallythe point of view and suggestions caused by the external strengthening and internal promotion of talenttraining characteristics.
