In recent years, with the development of elementary education focused by the state and society, many primary schools began to introduce mass novice teachers to enrich teachers. It is undoubtedly strengthen the school vitality that the novice teachers join the school education, who is a young vigorous team, accepting new things gladly. But under the current situation that the proportion of the novice teachers became more and more larger and the team gradually showed us a trend of youth, many practical problems are beginning to surface, such as, most of them can’t afford to do well the work of education and teaching and the management of students for the lack of experience, which make them appear discomfort in psychology and behavior. The initial period of the novice teacher’s career development is the critical period, in which period they can adapt to the education teaching work and form their career tendency. It is well known that the development of the novice teachers under a certain school environment will be affected by specific teacher culture from school. So, what kind of teacher culture will be good for the novice teacher quickly adapt to the education and teaching and shorten the cycle of growth to the expert teacher is the subject matter in this research. This is the core issue of this research, which runs through the entire process.There are many relevant results on the topic study in domestic and foreign, which further the study unceasingly, but the author through literature review found, there are a lot of faults in the past research, most of which have put focus on the teacher culture and teacher professional development, but there are few research on the combination of them. In addition, the previous research focused on the research of the theory nature, the empirical study in system is still very rare. The paper based on the former related research achievements; put them together and discuss the teacher culture affect the primary school novice teacher’s career development to reflect this article’s innovative points. The study of the concrete implementation process is, firstly the author through constructing the theoretical frame fixed the core concepts and the theoretical dimension. Secondly through the empirical research, established the influence patterning between teacher culture and primary school teacher’s career development, and based on this, further specified the teacher culture factors which influence the primary school novice teacher’s career development. Lastly the author proposed the pathway that can promote primary school novice teacher’s career development by means of considering rationally.Through the study found that the teacher culture factors which influence the primary school novice teacher’s career development include three aspects:Firstly, in the teachers’ professional behavior level, teachers’teaching behavior and researching behavior affect the primary school novice teacher’s professional beliefs formation. Secondly, in the teachers’ interpersonal relationship behavior level, the formation of the good relationship, which between teacher and their colleagues their students and parents of the students, impact their emotion experience and restrict their psychological condition change. Lastly, in the teachers’value level, positive values of teachers’ professional affect the primary school novice teacher’s enthusiasm, their working performance and their professional tendentiousness formation.Based on this analysis, the author convinces that the teacher culture affect the primary school novice teacher’s career development. It is more important to promote primary school novice teacher’s career development by means of strengthening construction and optimization for the teacher culture. As the school, can improve physical culture environment for the novice teachers, take demonstration of the teacher’s professional behavior, and create the cooperative relationships culture actively. As the novice teacher, should be good at teaching reflection, build professional knowledge and professional ability system in the practice, take an active part in action research and play a role in subjectivity. Only through these positive measures to build the teacher culture, the novice teachers’professional development will be better.
