With the constantly development of higher education popularization, the relationship and interaction between universities and society is getting more and more close and active. In this process, universities get huge amounts of money and a lot of help from the state, society and other institutions. However, what on earth can universities contribute to the whole country and society that attract everyone’s concern. In order to answer the above focal question, this thesis aims at establishing a set of scientific evaluation index systerm. according to the practical situation and future of the evaluation target, this thesis has chosen local comprehensive universities as object, intending to establish a set of observable, actionable evaluation index system.On the basis of clarify the contents and characters of the core concept on local comprehensive universities’contribution to society, following the principles and procedures to establish evaluation index systerm, the thesis make an overall use of literature study, Delphi method, the matrix dual approach, and other methods. The procedure includs the following contents: selecting evaluation indicator, determining the weight of each evaluation index, and defining the indicators. The details of the process are as follows: first, to identified the preliminary indicators by literature and interviews;"cond, to testing and making improvement of the preliminary indicators by inviting experts to verify the indicators using the Delphi method; third, to determining the weight of each indicators through the matrix dual method; and the last step is to explaining each indicators. Through all this procedures stated above, this thesis finally completed the evaluation index system of the local comprehensive universities’contribution to society, which includes three-level indicators. There are three first-level indicators, ten second-level indicators and thirty-five third-level indicators. The weight of the three indicators in level one are as follows:the consciousness of contribution (0.09), ability to contribute (0.47), effectiveness of contribution (0.44). After making the conclusion, I made some follow-up research proposals and ideas.
