Research On The Relationship Between The State Government Of California And California Public Universities

In this knowledge-based society, knowledge is becoming the most strategic resource of the global economy. It promotes development. As the center for knowledge transfer, knowledge innovation and technological invention, colleges and universities bear an increasingly important role for the development of society. Government is a core element of the university development. Therefore, the relationship between government and universities is the core issue of higher education development. Choosing the state of California as an example, this paper focuses on the interaction between the state government of California and the public universities in California through certain reports and big historic events. Through analysis of the relationship in different periods, we can find ways to promote the development of Chinese higher education, and especially the development of local government and local universities.This paper includes the following contents:First, this paper makes an overview of the relationship between American state governments and public universities. The efforts made by the governments in the rise of public universities, as well as the form of American State public higher education are described in this part.Second, choosing California as an example and the World War Ⅱ as a dividing point, this part studies the historical evolution of the relationship between the state government of California and California public universities before and after the World War Ⅱ respectively. Three important reports are also listed in this part. They are "State Higher Education in California:Report of the Carnegie Foundation for the Advancement of Teaching" in1932,"A Report of a Survey of the Needs of California in Higher Education" in1948and "A Report of a Survey of the Needs of California in Higher Education" in1955. Moreover,"California Master Plan for higher education" in1960announced the initial form of the state of California and California public universities. Third, the paper studies the development of the University of California, the California State University and the California Community College after "1960Master Plan" respectively.In the last part, based on the success of the State government of California and California public universities, the paper presents5"Promotion" as the enlightenments to improve the relationship between our government, especially local government and local universities. They are promoting the legalization process of the relations, promoting the systematic development of local higher education, advancing the pace of building local high-level universities, promoting the quality of new-built undergraduate colleges and promoting the vocational colleges to afford the responsibility of the popularization of higher education.
