Freedom of learning as an ancient and rich vitality topic, from produces to the development, has been the University to pursue eternal proposition. However, along the way, learning freedom is its dynamic, development posture in the view of common people. The University of Berlin from nineteenth Century since the birth of freedom of learning concept, its connotation is in ceaseless sublimate. Therefore, the study of freedom will come very naturally became the research logic starting point.In this paper the freedom, learning freedom clear concepts, both at home and abroad through the freedom of learning history dates back to deepen the connotation of learning freedom, learning freedom essence and value of understanding on talent training in Universities.In this paper, by using the method of documentary on the freedom of learning theory, Local comprehensive University concept and talent training target to undertake all-around on the foundation that studies, analysis of learning freedom in Local comprehensive University undergraduates, and with Shanxi University as a case, using the questionnaire and interview, from the empirical perspective to the place University undergraduate student learning freedom of research. Based on the Shanxi University undergraduate students, teachers for investigation, the author thinks, at present exists in Local comprehensive University undergraduate students to study free of the common problems in the main performance is:the students’learning freedom concept as well as the lack of learning freedom rides the inadequacy of ability. Based on the Local comprehensive University undergraduate liberal learning problems, in-depth reflection, and concluded:because of the idea and a bottleneck in the system makes the students’learning idea deficient becomes reality. Finally, according to the Local comprehensive University undergraduate students to study free of the problems some controllability, maneuverability is strong path. Stresses that, relative to other types of Universities, around the Local comprehensive University has the advantage, and enhance students’learning freedom, building flexible teaching system, the implementation of research based teaching mode, final implementation of Local comprehensive University students learning freedom.
