Study Of Authorities And Responsibilities Of The National Higher Education Institutions And The Government In China On Teaching Affairs Management Perspective

With the rapid development of the economy and the popularization of higher educationin China, the present university system faces a huge challenge."National medium andlong-term educational reform and development outline (2010-2020)" request to improve thequality of higher education and enhance the social service as the next stage development, andseparated the hosting and the management authorities of governments, implementation andexpansion of school autonomy, perfecting the modern higher education system with Chinesecharacteristics.Study on the relationship between government and national higher education institutionsand their respective authorities and responsibilities, It’s helpful for exploration moderngovernment-university system, under the supervision and guidance of government, theuniversities have high degree of autonomy, and implement development as they own wishes.It is very important to the development of both governments and universities in China.In this paper, authorities and responsibilities of both governments and nationaluniversities are studied. To illustrate the relationship from the government and theuniversities, the latest seven years administrative documents from the government and theteaching management departments in a national university were selected. And theconclusions are: The managements from the government and the public universities existentsover and short of the limits of authority，It lead to universities lack their characteristics to"thousand schools running as a school ", the quality of universities not up to the socialexpectation, the academic freedom not be respected.According to the economics and public management theories, suggestions aboutresolving the problems during the processes of the management of government anduniversities are given in the end of this paper, they are: to perfect the relevant laws, cleargovernment and universities management power, establish the universities`constitution,optimize the evaluation system, strengthen the cooperation of government and universities,and so on.
