Quality is the lifeblood of higher education. Doctoral education, the highest level of higher education, whose size and quality are important indicators for a country’s development of higher education and capacity of technological innovation, is paid great attention by governments. Since the reform and opening, especial colleges’ expansion, contradictions between the rapid development of doctoral education and the hysteretic doctoral training system are increasingly acute, which reveals issues in quality of doctoral education. With the colleges’expansion, how to control the quality of doctoral education to achieve the coordinated development of the scale and quality of doctoral education is an important issue before our government and education researchers. The connotation of quality of doctoral education is multidimensional, including not only the rudiments, the professional knowledge, and the quality of dissertations, but also innovation ability and the ideological and moral standards. There are seven factors influencing the quality of doctoral education:students scarce quality, discipline level, instructions from supervisor, course study, research training, administration and conditions for running doctoral education. Quality control of doctoral education is divided into two parts:the internal quality control and external quality control. Total quality management theory and governance theory together form the theoretical basis of the quality control of doctoral education. The case study of XX University is based on the analysis of the present situation of the quality and quality control of the doctoral education in our country. Combining with the survey of Ministry of Education, a questionnaire in XX University has revealed that although the XX University has taken a series of effective measures to control the quality of doctoral education, there are still some deficiencies in training course and management. During the training course, deficiencies mainly exists in troubles in enrollment, low efficiency in course studies, less emphasis on scientific research, imperfect management on dissertations; In training management, the tutor team should be strengthened, effective stimulus system should be established, the evaluation system of the internal quality should be improved, and the elimination system should be perfected. The reasons for the above deficiencies in quality control of doctoral education are various:education quality view is unreasonable; doctoral education system is imperfect; the fund for doctoral education is limited. To improve the quality control of doctoral education in XX University, we should strengthen the quality consciousness of the quality assurance body, increase academic investment, including academic supervisors’ input and doctoral academic research input. By gradually reforming the enrollment system, improving doctoral courses management, emphasizing scientific research, standardizing the dissertation management, ensuring training stages, and strengthening PhD supervisor team, improving self-evaluation and supervision system, improving the stimulus system, establishing and perfecting doctoral elimination system, the quality control of doctoral education will be improved.
