This paper combined theories on stakeholder management, risk management andcampus infrastructure projects management together to explore a research onstakeholder management in campus infrastructure projects, profiting from the mainresearch achievements on stakeholder theory achieved by domestic and foreignscholars. The main contents of this paper are showed as follows:(1) It is found that stakeholder theory is developed on theoretical bases ofstakeholder management, which are the contract theory and the property right theory.After investigating on identifications, typologies, influences and management modelsof stakeholder theory, this paper put forward the principles of stakeholdermanagement. Clear the phasing of the campus infrastructure projects, contractualrelations and property rights allocation.The paper found that there were five levels ofprincipal-agent relations and complicated distribution of property rights associatedwith campus infrastructure projects. Furthermore, this paper studied the importance ofstakeholder management in campus infrastructure projects, taking risk theory asreference.(2) The concept of stakeholder in campus infrastructure projects was stated basedon risk theory. Afterwards, stakeholders in campus infrastructure projects wereclassified into three categories, which are the organizational stakeholders, the explicitcontractual stakeholders and the implicit contractual stakeholders, according to theircontractual relationship and risk related relationship with an campus infrastructureproject. What’s more, stakeholders associated with campus infrastructure projects indifferent stages were identified and categorized, according to all procedures in ancampus infrastructure project.(3) A stakeholder influence analysis model for campus infrastructure projects wasestablished. Based on the analysis on the conception of risk and risk measurementcriteria, this paper proposed to analyze risks associated with stakeholder conflicts,and suggested to group stakeholder conflict risks into three risk categories, qualityrisks, schedule risks and cost risks. In addition, the impacts of three stakeholdergroups during the whole life cycle and potential risks caused by them were studied.Then an Analytic Network Process (ANP) model was generated to analyze stakeholderconflict risks ground on their interactions and ANP theory for campus infrastructureprojects. In this model, this paper gave a sequencing method to understand the effects of stakeholders.(4) A stakeholder management method by relocating risks utilized cooperativegame theory was brought forward in this paper. At first, To be specific, this paperargued to relocate risks using cooperative game and focusing on the core value ofcampus infrastructure projects which was set in this paper, suggested relocating risksby obeying the principles of fair balanced with efficiency and transparent information.Factors impacted risk relocation was analyzed too. Afterwards, this paper set up acooperative game model to relocate risk among stakeholders in campus infrastructureprojects, and then the mechanisms, including one for forming stakeholder cooperationand a systematic management mechanism to guarantee the stability of the cooperationamong stakeholders, were established.(5)This paper gave a demonstration about the proposed methods to managestakeholders. It is proved that research done by this paper is with significance both intheoretical and practice.
