As the urbanization in China,"urban community" has become a new vector which is the new form of interpersonal communication and management of carrier after the unit times. Due to the unbalanced nature of Chinese social development, Chinese urban community building within the geographical scope of the country has significant non-equilibrium. Especially in the social governance of a small city, the pattern is still "fragmented to be the main" model in urban governance:urban community existed in name only. In response to this situation, the author found that all levels of the markets that distributed in the neighborhood, particularly, the county-level urban markets in the daily interaction play vital roles. And the market not only bears the economic and trade functions, provides basic supplies for residents of the street; but makes "natural community" provide a public space and "social acquaintance" space. Therefore, the author attempts to research with the X-primary market of county-level city Z, as an example-a study on the interaction between the various actors of the market.The author use field research methods, through participant observation and semi-structured interview, X-community-market participants-the main body:government fees and charges people, stall holders, market regular customers for the interviewee to collect relevant information for qualitative research. Especially compelling in the community market, the pair of relationship that between the Government charges people and the market stall holders is to study the interaction as the main axis with "state-society" for the analysis of perspective on the community market in the Field of the various actors, In other words, to "State-Market-Society (community)" for the analysis of plates, that can break free out of the shackles of the organizational structure of "state and society" Static order is to be extended to the dynamic course of practice of countries-the social public. At the macro-framework, the author attempts to explore the structure of power relations between market actors, especially charging people-stall holders by analyzing micro-actors and their actions.In this study,"the State","society (community)" that the two powers of the strength of the government (quasi-) agents and stall holders to undertake an analysis of power relations:Charges in Z City, X community market management system within the framework of the exercise of their public authority, in the fall to the grass-roots social and cultural networks, the formal power into the legality of mixed and non-legitimacy of the "broker" power, government "brokers" exercise the power of brokers,at the same time,also have a private room for the exercise of power; because of the absence of formal authority structure of the system safeguards, the market stall holders who are at the market "vulnerable" status, in order to maximize their own economic interests, make use of various non-legitimacy access to social power resources, specifically manifested the "strong showing","weakness showing" methods and their deal strategies. The informal and non-legality of the operation of formal power resources, strive to make the two sides in the power market, clearly show that "the strong is not strong and the weak non-weak" pattern of power relations. Field of the market through the power of actors in the power distribution and comparative analysis, the author sums up the initial Z City X community market stall holders of power between the government and the structure:in the market field, the key players search for and make use of resources and timely transform their dominance into a special ability-"power" in the mutual interests of the game, the formation of a "mixed" and "nested" nature of the market structure of power relations has formed. That improving the market management and urban community management has a certain theoretical and practical significance.
