Nowadays, economic globalization has been penetrated into every corner of the world. It has been an inevitable trend to introduce foreign experts and teachers from other countries to alternate their current oppositions and to work in China. It has been an important way to enhance the technology as well as the overall strength of China through introducing advanced experience of academy, technology and management. Since higher education is the forefront of talent cultivating, many colleges and universities has been setting up improving their courses of internationalization as their important strategic targets. To bring in advanced technology as well as high level foreign experts/teachers has become important methods and demonstrations of improving the comprehensive strength of each university/college.Guangxi University has started to hire foreign teachers since1980s. With the coming of the21st century, Guangxi University takes the lead to start its exploration of internationalization in Guangxi province. The model of running school in cooperation with overseas knowledge factory is being used in Guangxi University and the number of foreign teachers hired by Guangxi University each year is stabilized at around60people. Largely introducing foreign teachers broadens students’eyesight, improves the teaching level as well as management level of the university, and enhances the comprehensive strength of this university. However, a lot of problems also appear.This article will analysis the current management of foreign teachers and point out where the problem lies in optimum management of foreign teachers in Guangxi University:an overall low quality of foreign teachers, single channel of employment, unreasonable performance evaluation system and encourage system, low benefit of employment, lack of coordination among inner departments of the university, and lack of humanistic care. On the basis of borrowing rich experience of human resource management and combining the reality of Guangxi University, this article analyzes the above problems and supplies pointed solutions. First of all, the university should start with hiring management, standardize the hire/management procedures, strict access control of hiring qualified teachers, value and widen ways of hiring foreign teachers, incline to introducing high-level experts. Second of all, the university should standardize the assessment system of faculty performance. Then, reasonable encouragement system should be set up to give foreign teachers’full play to their potentials and initiatives. At last, this article talks about enforcing the management of foreign teachers should appropriately handle the rapport between the university and external environment, place emphasis on sharing resources among different departments, enhance mutual understanding, jointly promotes the optimum management of foreign teachers to a rational ordered direction.
