Since modern distance education began to carry out in the pilot colleges and universities in1999, the quality issues of distance education become the focus of people’s attention. However, in the debate of scale and efficiency, quantity and quality, learners’participation has always been lack of. Distance education was serviced for learners. All of its activities should focus on learners’satisfaction. Learners are the carrier of its ultimately quality, so learners should be the main body of distance education quality assessment. So, allow learner to play the main role in the evaluation of distance education quality, guide with the conception of "Service of Quality", it is help to correct the deviation of value-oriented in distance education in China. Meanwhile, it also can help distance education to response to the challenges of modern society.This thesis combining the theoretical and empirical method, discussed the evaluation the QoS of distance education, and selected learner to carry out satisfaction measurement. The thesis is divided into five parts:The first part is oriented research background and literature review; The second part is Chapter two, is about theoretical basis of this study, a variety of theoretical sources involved in this study, there are QoS theory and the theory of customer satisfaction; The third part is the part of empirical research, including the chapters of three and four, is about the empirical research design and empirical research data analysis and results. The third chapter introduces the purpose, methods of empirical research and the preparation of the questionnaire, the reliability and validity of measurement, sampling methods and data collection and analysis methods. Chapter four to participate in the distance education learners for the survey; through a questionnaire to collected raw data and then use statistical methods to analyze data, quantitative, objective interpretation of quality of distance education learner satisfaction with the status and problems. The fourth part is the fifth chapter, the method proposed e chapter, to make some constructive comments; The fifth part is a revelation and conclusion of the study, including some brief conclusions, innovation and inadequacies of this study and further research recommendations.The thesis has two purposes:First, combined with the reality of our country and abroad of the existing research results, done a systematic, objective overview of the quality of distance education services in China’s distance education, understood the status quo of China’s QoS field of distance education; Identify the network of distance education institutions in respect of quality of service problems and deficiencies, then put forward some countermeasures and suggestions to address these issues.
