With the transformation of our society, the pace of economic development tospeed up many aspects of social life in the event of significant changes, new and oldsystems, the conflict between the old and new values is more obvious each day, thedifferentiation of interests, conflict of interest is growing and unstable factorsincreasing year by year. Group events, as a social contradictions and disputes in themultiple of the symbol, its occurrence number is increasing year by year, the scale isalso widening, and even showed a severe destructive, has become an important factorin China’s social stability. Mass incidents has become a hot topic of domestic scholars,most scholars start from the political, economic, social, educational, cultural and otherfactors, in-depth study into the concept of group events, characteristics, status quo,because, trends, there are some scholars emphasis on countermeasures in the event ofmass, they have made considerable achievements. However, from a civic dimensionto resolve mass incidents was significantly small.Firstly, through a theoretical explanation for group events, defined the concept ofgroup events, analysis of the characteristics of group events, and their classification; isbased on a typical case study to find out the underlying causes of the incident; and onthis basis, combined with the current situation of the foreign mass incidents anddisposal mechanisms, comparative analysis of the way of governance of our countrythe mass incidents, the focus from civil rights, civic awareness and citizenparticipation in these three areas to find the regulation of group events specificmeasures that offer advice and suggestions of the building of a harmonious socialistsociety.
