Talent is the first resource of scientific development. Talent competition is thecore competitiveness of a country or region. The current of the main manifestations ofthe international competition is the competition of economic strength and overallnational strength, and relying on the strength of this competition is the competition ofscientific and technologic and talent advantage. In the era of competition for talent,attracting, possession, and retain high-level talent has become the core of economicand social development. The world enters the new century. The world experienceshows that the improvement of the policy environment is the key to attract talent is anecessary condition for maintaining rapid economic growth. In this paper, a humanresources strategy and talent development of Tianjin BinHai New Area, to analyze theflow of talent, to assess the status of the Tianjin BinHai New Area of talent policy andthe implementation effect, proposed the establishment of talent current policyenvironment suggestions to help improve the management system of localgovernment to establish a scientific and rational flow of talent, and promote thetalents science, the rational flow, enhance the pace of reform and speeding upeconomic development has a positive role in promoting, in order to create a "retain,put to good use, go to anywhere "policy environment, give full play the leading roleof talent in local economic development.The focus of international competition of the21st century is the talent and fiercecompetition for global talent has evolved into a third world war without gun smoke.The talent has been taken seriously today, the flow of talent is increasingly frequent,as to what is a talent, the flow of talent, motivation domestic and foreign talent hasbeen formed to introduce the concept, the flow concept is of great significance.In this paper, the theory of domestic and international flow of talent on the basisof reason combined with the flow of talent and talent characteristics were analyzed byfocusing on interviews, the typical interview, questionnaires and other forms ofmulti-angle for the introduction of talent data and related policy, implement andhonor, the use of descriptive statistics, horizontal contrast, comparison between themethods to analyze the implementation of the policy effect of the flow of talent. By analyzing the causes and current situation of the flow of talent, the current talentpolicy system of Tianjin BinHai New Area to improve and enhance the quality ofpolicy recommendations.
