By now every education institution stayed in the exploratory stage, there is noexperience to follow in the field of training model. So, that means it is nessary tocombine the teaching characteristics of the art schools, and establish a completepersonnel training model system. In March2010, the Ministry of Education has issued"the National long-term Education Reform and Development Plan for (2010-2020)which point out "It is an important mission for the general public of art colleges and aplanning and expectations of the Party and State. What the local university of the artsshould do is to face the people and satisfy the people’s need. The fundamental approachis to rethink the educational philosophy of the University, to examine the characteristicsof the era of the University of Concept, concerned about the functional positioning ofthe University, personnel training, and top-level design and basic. If the local universityreally for the general public, must be freed from the concept of the quality of the traditional elite education, to set up the diversification and integrity, accord with therealistic goals and develop changes quality view, to enable local universities to trulytake up worthy of the times, the society, the people.
