At the end of last century, China has entered a stage of mess higher education ofarts. According to the education theory of Professor Martin Castro, when the grossenrollment rate reach to15%, it has entered the popular stage. It means the highereducation institution should predict this trend and do something for it,Such asOrientation, educational philosophy, personnel training, curriculum building, facultydevelopment, etc. Unfortunately, when most institutions haven’t recognized the masshigher education coming, even though the trend appeared in1990s,and still stick to thetraditional Education Pattern and Talent Quality. The old philisophy of teaching, thesimplification of teaching methods, and out-dated teaching management styles obviouslycan’t satisfy the needs of society.Today the practical personnel training in the stage of undergraduate has become aninevitable trend in China which has entered the popular education. Due to the shorterdeveloping stage of undergraduate education, especially the arts undergraduateeducation., There are a lot of problems need to be solved in the field of personneltraining,such as how to improve further systematization, rationalization and scientificquality. By now every education institution stayed in the exploratory stage, there is noexperience to follow in the field of training model. So, that means it is nessary tocombine the teaching characteristics of the art schools, and establish a completepersonnel training model system. In March2010, the Ministry of Education has issued"the National long-term Education Reform and Development Plan for (2010-2020)which point out "It is an important mission for the general public of art colleges and aplanning and expectations of the Party and State. What the local university of the artsshould do is to face the people and satisfy the people’s need. The fundamental approachis to rethink the educational philosophy of the University, to examine the characteristicsof the era of the University of Concept, concerned about the functional positioning ofthe University, personnel training, and top-level design and basic. If the local universityreally for the general public, must be freed from the concept of the quality of the traditional elite education, to set up the diversification and integrity, accord with therealistic goals and develop changes quality view, to enable local universities to trulytake up worthy of the times, the society, the people. At present, there is a strong conflictexist between higher art education personnel training mode and the need of art market.Under the environment of the higher education in popularization, market-oriented anddiversified development, Arts institutions established to improve the personnel trainingmode for comprehensive analysis and evaluation of the current management of teaching,education system, educational ideas, teaching ideas, teaching methods, teachingmethods, etc. To accelerate the pace of education reform, art schools, personnel trainingand education quality.This paper has made the south campus of Shenyang Conservatory of Music Collegeas the survey object, to comprehensive analysis of the personnel training and the patternof effects,to find the problems and assets of the personnel training,find out the solutionand Countermeasures,optimization talents training mode,It has provided that thetheoretical basis and practical reference for art colleges.
