Survey On The University Student Subsidty System And Its Operation In Gansu Province

To set up student subsidy system for the needy students is both a significant measure promoted by Chinese government which aims to realize prior development in education and boost educational equity, and an important basis for ensuring equity and justice. Because Gansu province lies in northwest inland of china with relative low development in economic and most students in provincial universities are from rural areas, ensuring to carry out the university student subsidy system plays a vital role in helping college students to finish their studies smoothly.In recent years, the university student subsidy system in Gansu mainly rely on national educational loan, and the national stipend and university grants are complementary as well, besides, Social Aid, Work-Study Activity, Fee Remission Scheme, Student Loans Compensatory Compensation are implemented as supplementary new funding system. All the funds mainly depend on government investment with investment from university, society, enterprise and individual as supplement. At last, the program aim that never let a student with family economic difficulties drops out is basically fulfilled by such measures, which has a positive influence on educational equity. Although the program has made great achievements, there are still many problems. By way of both consulting the material and analyzing how university student subsidy works in Lanzhou university, Lanzhou Jiao Tong University, Gansu Institute of Politics and Law, Lanzhou Institute of Technology, the author points out the problems existed in the practice procession include defective relevant legal system, funding crisis, imbalanced funded work, difficulties in valuing the students who will be chosen for funding, no significant effect on the program, lack of incorporate ability of all the funding projects, squander in fund resource, risk in recycling the fund money, inadequate positive of social assistance, and no safeguard for lawful right when students take part time job outside school. All these problems existing not only can’t grantee the basic demand of the needy students, but also will do harm to their learning enthusiasms and social responsibilities. Considering the problems above, the paper mainly emphasizes to explore the measures of how to improve university student subsidy system from the policy and law aspects.
