In1993, the promulgation of the Teacher Law of the People’s Republic of Chinaindicated the construction of teachers’ team of our country has entered the track ofstandardization and legalization.In20years from1993to now, the contradiction of teachers’team in our country has transferred from number to quality, Teacher Professionalizationqualities is constantly comprehensive, and Teacher Professionalization level is improvedcontinuously.The construction of teachers’ team have accomplished such a brilliantachievements not only because of the teachers’ own efforts, but also benefits more from thesupport and guarantee of the Teacher Professionalization policy.Based on the different Teacher Professionalization development stages, the thesis putsforward three Teacher Professionalization policies:teacher training policy, teacheremployment policy and teacher retraining policy.These three policies guarantee thedevelopment of Teacher Professionalization in pre-service,induction and in-service educationstage.Whether these policies are scientific and reasonable or not are directly related to thedevelopment stages of Teacher Professionalization.Therefore, to construct some TeacherProfessionalization policies which is suitable to China condition and the discipline ofeducation development, is also the need of the society, politics and economy development, ismatching the process of education reform.Moreover, it benefits to improve the level ofTeacher Professionalization in our country and further promote the steady development of thebasic education.The study divided into two parts, four chapters:The first part is the first chapter, focuses on the illustration of the foundation of theTeacher Professionalization policies.At first analyzes the Teacher Professionalization, theTeacher Professionalization policies and the relationship between them.Second constructs theframework of the Teacher Professionalization policies.And then analyzes the three differentTeacher Professionalization stages:pre-service, induction and in-service education stage.Inorder to ensure the smooth development of the different stages of the TeacherProfessionalization, the corresponding Teacher Professionalization policies must be speculated which is suitable for the rules and characteristics in every stage of TeacherProfessionalization development.To safeguard the development of Teacher Professionalizationin pre-service education stage, the thesis analyzes the teacher training policy; to guarantee thedevelopment of Teacher Professionalization in induction stage, the thesis analyzes the teacheremployment policy and to guarantee the development of Teacher Professionalization inin-service stage, the thesis analyzes the teacher retraining policy.These three policies aremutual connected to form as an inseparable organic unity.Now, the system of the TeacherProfessionalization policies are formed. At last demonstrates the rationality of this system.The second part is composed by the second, third, and fourth chapters, which is the mainbody of this paper.This part mainly focuses on the arrangement and summary of the teachertraining policy, teacher employment policy and teacher retraining policy from1993.Amongthem,the teacher training policy is mainly analyzed from the four aspects as training system,training mission, training contents and training method four aspects; the teacher employmentpolicy is mainly analyzed from three aspects as the rights and obligations between school andteacher, employment standard, employment deadline and dismissal four aspects; the teacherretraining policy is mainly analyzed from the five aspects as training target, trainingcontent,the training object, training institutions and training form five aspects.Try to find thecharacteristics of these reform and development, and to reflect the problem of these policies,and to analyze the causes of the problem are for the purpose of coming up with morescientific and reasonable advices for the Teacher Professionalization policy and to promotethe constant development and improvement of the Teacher Professionalization policy.
