This study was a comparative analysis which explored how educational ICT policies andinitiatives were introduced to primary schools in China and Jamaica from the teachers’perspective and to see what has been put in place by the government to assist schools withtechnology integration. The study consisted of a total of4schools and4teachers and the findingswere based on data collected in urban area primary schools in Jilin, China and Kingston, Jamaica.Data collected through classroom observations provided information on teachers’ instructionalpractices in both countries. The questionnaires gave information on the teachers experience andqualifications, technology competencies and availability of resources. The interview sessionswere open-ended and allowed the teachers to express their experiences and challenges whileintegrating ICT in the classroom.The results of this study proved that regardless of where a country is located or its size,most, if not all, developing countries face the same problems when integrating ICT into theteaching and learning process. Similarities and differences were found in both cases such as, andalso the main factors that assisted and hindered the technology integration process. There is alsomassive gap between the countries policy and what is being practiced in the classroom. Evenwhen the policies are expressed, the teachers, at times, are not aware of the details and goals ofthese policies. We then see these policy initiatives not being as effective when it comes toachieving the overall goal of the policy, and fundamentally, change at the classroom level. Thegovernment should ensure; that proper measures are put in place, monitoring and evaluation aresuccessfully completed; and most importantly feedback and evaluation are given to ensure thesuccess of these initiatives.
