Liaoning coastal economic zone as the national key strategic areas, the scientificdevelopment and rational allocation of talent resources, becomes the primary task of the economicand social development in Liaoning coastal economic zone. The thesis by analyzing the totalamount of talent resources, age structure, educational structure, industrial structure and thestructure of spatial distribution, fully understands the present situation of talent resources inLiaoning coastal economic zone, finds some problems of talent resources. Against the problems oftalent resources, under the theoretical guidance in talent resources development theory and talentresources optimal allocation theory, uses certain mathematical methods, mainly analyzes therelationship of the industry and talent resources employment, obtains the methods and strategies ofhow to optimize the allocation of talent resources. To better promote the research of talentresources development strategy in Liaoning coastal economic zone. The thesis mainly includes thefollowing five parts:The first part is the introduction part. Presents the study background and the significance ofLiaoning coastal economic zone’s development in this article, systematically discusses thedomestic and international research on talent resources, defines the research methods in this articleas well as targets to be achieved.The second part is the theoretical part. Focuses on the theory which used in the researchprocess of this thesis, laid the theoretical foundation for the thesis.The third part is the overview of the talent resources. From the concept of talent resources,characteristics, classification, the role of talent resources as well as the differences among humanresources, labor resources, human capital, discusses the talent resources in detail.The fourth part is the profile analysis of the talent resources in Liaoning coastal economiczone. Generally discusses the scale of talent resources, the current situation and existing problemsin Liaoning coastal economic zone, mainly analyzes the age structure, educational structure,industry structure and spatial distribution of the structure of talent resources in Liaoning coastaleconomic zone.The fifth part is the analysis of talent resources development strategy research in Liaoningcoastal economic zone. In order to solve the existing problems, the paper starts from the talentresources development strategy, and discusses the main task of building the talent team and theoptimal allocation of talent resources in Liaoning coastal economic zone. By analyzing thecorrelation between the industry and talent employment, puts forward the optimal allocationstrategy of talent resources.The sixth part is the conclusion part. I summarize the research process and results of thestudy in this thesis.
