Since the reform and openness, our country compulsory education has got brilliant achievements. The target arriving at the end of2000, making nine-year compulsory education and fundamental cleaning young and adult illiterates universal comes true asscheduled. But, dual structure in urban-rural economy effect, the unbalanced economic and social development among regions, result the education unbalanced problem more and more seriously. The degree of educational people appears to obviously differences,the weak face unfavorably educational condition, which affects social equity.Through this study, the author hopes to make clear the urban-rural difference condition, the degree, the causes and the effects, and also to find the urban-rural equalization in the Primary education under the guideline of Public goods equalization theory on the base of these differences. This article combines the normal analysis and empirical analysis. The basic idea is as follows: the author first analyzes the rural education and correlative basic equalization theory, then under the positive research of unbalanced education among regions, according to the empirical analysis of analyzing the educational developments among urban-rural and regions to reflect current conditions of urban education, and putting forward the equalization suggestions in the end.This article has5chapters: Chapter l,which is the part of introduction, explains the research background and purpose, and briefly reviews the internal control research in home and aboard. It also clearly purposes the research approach and the ways of thinking, and puts forward some possible innovations. Chapter2, compulsory education and correlative basic equalization theory, which combines correlative Public goods equalization theory to classify the rural education and points out the meaning of public education equalization. Chapter3, Take AnHui for example,observing many indexes differences. On the basis of compulsory education equalization theory, opening out unbalanced development of compulsory education among the regions and urban-rural. Chapter4, Chinese rural condition and empirical analysis, which is the basis of the study. This chapter reviews Chinese rural educational systems by the numbers, starting from the education equalization theory, observing many indexes differences. On the basis of compulsory education equalization theory, opening out unbalanced development of compulsory education among the regions and urban-rural, deeply analyzing why there are urban-rural education differences. Chapter5, Improve the financial system of China’s education policy proposals.This chapter points out the suggestions of Chinese educational systems according to the reasons and the empirical analysis, including improving the government’s function to accelerate education equalization, increasing educational fund and stabilizing the fund resources to form reasonable educational allocation; deepening the urban and rural education system, standardize the behavior of government transfer payment...
