Since the1990s, with the gradual establishment of the market economic system,the far-reaching unit system has been digesting slowly. Under the macro backgroundof the social function hosted by the units transferring to the society and thecommunities, community construction has caused widespread concerns in differentareas of society, the community service as the main content of the communityconstruction is becoming the focus of attention. It seems to be a simple transfer ofwork, however, if we study and investigate from a practical level and combine withthe actual situation of the “Typical state-unit system”of northeastern old industrialbases, it’s easy to find that there are a lot of detailed and complex constraints in theprocess of community service and even the community construction, among them, theimportant effect of the support network of the community leaders is becoming animportant content of practical research.In recent years, social work has playing an essential effect in the communityservice, from the theory of traditional social work, mostly the service objects arevulnerable and marginalized groups in society, however, with the continuousdevelopment of our society, service objects are constantly changing, graduallyinvolves all members of society. In the specific national conditions of China,especially under the conditions of lacking professional social work agencies in thenortheast of China, if the social workers want to contact with the vulnerable orordinary residents, they must need to through an important medium, which iscommunity. However, the social workers are difficult to contact with the groupswhich you want to study in the communities as a so-called "foreign workers", even ifcontact with them successfully, it’s also difficult to understand their true thoughts, notto mention to provide professional service and intervention. After three-month preliminary investigation in a community,the author found that when the communityresidents have some difficulties or demands, they always find several fixed residentsfor help,they are “community leaders” as professional defined by the socialwork.These community leaders using their own abilities and resources to provideservice for community residents.Even when the neighborhood committees need theresidents to deal with some affairs, they also expect to find these community leadersto call on the community residents. The research and the practical intervention ofcommunity leaders are precisely provide a solution for the plight of local social workservice.Considering the above circumstances, it is necessary and meaningful to establisha good relationship between social workers and community leaders. Communityleaders’ personal capacity and resources are limited, so how to establish an effectivesupport network on the basis of its provision of services is the focus in the article. Theestablishment of the network’s support is not only for this group to provide betterservices but also an important channel for the social workers to integrate and thusinvolved in the community.This paper has taken six community leaders for an example as the service objectsin J Community. Under the conditions of understanding the community andcommunity leaders in a long time, the worker provides social work professionalservices through the interview to collect information and forecast the demands anddesign the team service plan. Through the leadership of the social worker in variousstages, it has reached the established goals and gradually forms a support network ofself-help, mutual help. On the basis of the effectiveness of the team work, we also tryand investigate the construction of the deep-level network including social workers,neighborhood committees, and the enterprises, ultimately form the all-around supportnetwork for the community leaders of self-help, mutual-help and other-help, in orderto integrate and coordinate available resources better in community service.At last, professional assessment and reflection have been made on the process ofgroup activities, the leadership skills of social workers and the established community leaders support network. At the same time, the paper explores the importanttheoretical and practical value in the process of indigenization of social work aboutthe practical design and practical experiences this time, also an exploration of socialwork ways on intervening in local community service.
