In the era of economical globalization and knowledge diversification, the requirements thatall walks of society ask for the development of scientific technology become higher and higher.In the report of the18th CPC National Congress, it explicitly proposed to implement thestrategy of “development driven by innovation”, placing scientific innovation in the coreposition of the whole national development, thus causing strong repercussions in the areas ofscience and corporations. Universities, as the important place for conducting scientficinnovation in our country, the issues as how to promote the performance of scientific researchteams in universities and how to improve the quality of scientific research have become thefocus of many management staff and researchers of higher education in universities. The authorbelieves that establishing a set of scientific evaluation index regarding the performance ofscientific research teams of universities and enhancing the evaluation on the performance ofscientific research teams are effective measures to improve the innovative capabilities andscienfic research level of scientific research teams.In recent years, many research scholars at home and abroad have done some research onthe establishment and management of universities’ scientific research teams. And also the issueregarding how to conduct the evaluation on scientific research teams has been touched. Atpresent, many researchers have proposed the principles and methods as to how to establish theevaluation index of universities’ scientific research teams. However, the problem is thatresearch in the evaluation of scientific results is not sufficient.Given the resons above and based on the concept and characteristics of universities’scientific research teams, this article analyzes the principles of establishing the evaluation indextrhrough the perspectives of input and output. Utilizing literature, inverstigation and the methodof analytic hierarchy process (AHP), this research eventually constructs the indices and each index’s weight of scientific research teams in universities, and establishes a relatively completeset of evaluation index of universities’ scientific research teams. It is hoped that this set ofevaluation index will promote the development of scientific research in universities, thusimproving the research quality of scientific research teams effectively. In addition, due to thelimitation of the author’s research capability and the particularity and complexity ofuniversities’ scientific research teams,this research still suffers certain deficiencies and can onlybe as comprensive as possible in terms of the selection of evaluation indices.
