Henan province self-taught higher education examination policy is based on the national policy, combined with local characteristics of Henan Province, in order to expand the scale of self-taught examination and meet the social development demand. It mainly refers to a series of policies which aim is to guide the assistant organizations, they are made in2008, include "The Suggestion About Undergraduate college students to Participate Self-taught examination in higher education (Trial)","Henan Province Self-taught Higher Education Social Assistance Management Scheme","Henan Province Self-taught Higher Education Part of Curriculum Integrate Evaluation Scheme". The implementation of Henan province self-taught policy in a large extent changed the past situation of assistance education rely on private education institutions, it induces more and more public universities to join the team of assistance education self-taught higher education examination. So far, more than ninety percent public universities have been joined in doing this work. These policies play a great role in the development of self-taught examination. So, as a consummating policy system, making a study of policy implementation problems in time, and analyzing the causes of the problems, then giving suggestions, which undoubtedly have positive influence in self-taught higher education examination.The paper from the research status of the self-taught and education policy research as a starting point, according to public policy analysis theory and Smith’s policy implementation process model, using the study tools of literature analysis, case analysis and interview to research Henan province self-taught higher education examination policy implementation problems. This paper is divided into six parts:the first part mainly introduce the research background and the significance, the related research review of domestic and foreign, research theory tools and methods, the main contents and research framework, the innovations of paper. The second part is about the general situation of Henan province self-taught policy. This part briefly introduces the meaning of self-taught examination, the main content of national self-taught policy, the background and content of Henan province self-taught policy, and the situation about policy implementation. The third part is the main problems existing in Henan province self-taught in policy implementation. This part points out the main problems of Henan province self-taught in policy implementation from four aspects which are recruitment, tuition fee, teaching, examination of the policy objectives. These problems are:the rapid expansion of the scale, the setting of specialties disorder increasing, tuition fee standards cannot be implement, the decline of teaching quality, the network teaching mode being questioned, contrary to the principles of "teaching and examination separated". The fourth part analyzes the causes of the Henan province self-taught exam policy implementation problems. This part investigates the causes of the problems from the policy itself, the policy executants, policy implementation supervision and policy implementation resources. The fifth part is the suggestions of solve the problems of the Henan province self-taught exam policy implementation. This part is the core of the paper. The sixth part is conclusion. Summarizing the research results and the main ideas of this paper, and points out the limitations of the research, and then brings forward the necessity and recommendations for further research.
