With the further development of social and economical system reform, work in urban communities is gradually underway. Community full-time workers are specific practitioners and direct drivers of community work and community construction, and play an irreplaceable role in services to residents of the people, improving people’s well-being, safeguarding the people’s happiness, realizing the social harmony and so on.Therefore, how to build a team of community full-time workers able to adapt to new situation and accomplish new tasks is an important subject in front of the governments at all levels.To explore how to build a team of community full-time workers able to adapt to new situation, this article is based on the S district in Shenyang area for research. Literature method, questionnaire method and interview method are applied to the survey. Through investigation and research, the author found that:with continuous efforts, full-time workers of S district community in Shenyang gradually tend to be younger in age structure, better educated in cultural level, and more specialized and diversified in service provided by community full-time workers. But due to reasons such as society and history, there also exist many problems in team construction of community full-time workers in S district. They are mainly displayed in the following aspects:the specialization degree of community full-time workers is lower, the administrative burden of them is heavier, and the environment for them to achieve the professionalization is poorer. In order to better promote the specialized and professional development of community full-time workers, the work needs to be carried out from the following four aspects:The first is to strengthen academic education and short-term training, and comprehensively improve professional knowledge and professional quality of community full-time workers; Second, we must create a good environment to comprehensively realize professionalization of community full-time workers. Third, we need to improve the institutional system and implement standardized management of community full-time workers. The fourth is to join forces among organizations, establish the organization platform, and boost specialization and professionalization of community full-time workers.
