In recent years, with the rapid development of higher vocational education in China, there is a surge in the number of vocational colleges; vocational schools’rapid expansion has made higher vocational education become an important part of higher education in China. However, compared with western developed countries, the higher occupation education in China started late that there is a big gap in education concept, the experience of vocational education, teachers, management system etc. Especially in Higher Vocational Colleges Teachers’ occupation ability is generally low, the majority of teachers’ vocational education idea backwardness, professional ability level is not high, and occupation education teaching ability is poor, the quality of Bipolar Teaching is low. In addition, the relevant policies and mechanisms also restricts the improvement of teachers’occupation ability of higher vocational colleges.To improve the situation, a demonstration vocational college construction plan has been launched in China, which requires:ensure that the proportion of hours of specialized courses undertaken by part-time teachers to be more than50%; during the period of construction, ensure the quality ratio of Bipolar Teaching of full-time professional teachers to reach more than90%. According to the above requirements, based on studying the present situation and problems of the teaching staff construction in the demonstration construction of higher vocational college, the causes of the problems will be sort out, inducted, analyzed and researched to come up with effective strategies for improvement. Hoping that through improving both internal and external conditions, and further optimizing the quantity, quality and structure of the model building of vocational college teachers to significantly enhance the overall level of teaching staff.
