Higher education performance allocation model is a new fiscal allocation modelthat currently all the countries around the world are actively exploring andimplementing, and also at stage of exploration and attempt in our country. Toconstruct a scientific and reasonable performance funding pattern of higher educationin our country is a new way to solve the problems of higher education financeallocating funds shortage, low efficiency of capital utilization, and unreasonableresource allocation with important theoretical and realistic significance.The main purpose of the research is to explore problems and countermeasures ofperformance allocation of China’s higher education model, through the existingperformance allocation model as the theoretical model, using the questionnairemethod and interview method to conduct empirical studies on higher educationperformance funding project of Liaoning province. In the process of implementationof performance funding model of higher education, existing problems are foundthrough the investigation and study, and countermeasures are actively explored tosolve these problems. Specifically, this paper is divided into five parts which are asfollows:The first part: introduction. The paper’s research background, research purposeand research contents, research methods and research ideas, literature review and theresearch significance and so on were introduced in this part.The second part: overview of higher education performance funding theory.Firstly, the core concepts of the research were defined including performance, highereducation performance, performance allocation, higher education performanceallocation. Then, the rancge of research was limited, and the connotation andextension are cleared. At last, research framework and theory basis were stated so thatframework of analysis was constructed.The third part: the empirical investigation and analysis of status quo of highereducation performance appropriation in Liaoning province. Firstly, a simplegeneralization was conducted for the higher education performance funding inLiaoning province; the questionnaire was designed from four dimensions of ideas,activities, system and mechanism, and the survey was conducted through the surveyimplementation and process, data statistics and analysis, interview investigation andanalysis; Secondly, analysis of status quo of higher education performance funding in Liaoning province. On the basis of empirical survey of higher education performanceallocation of Liaoning Province, existing problems and their roots were deeplyanalyzed from four aspects of ideas, activities, system, and mechanism.The fourth part: the experience of the higher education performance funding asreference. First of all, Chinese higher education performance funding problems in thehistory were reviewed, mainly researching the Jixia Academy, academy education,cultural westernization movement education in late Qing Dynasty and performancefunding problems, and inspiration and reference were found among them; Secondly,the research on higher education performance allocation model of foreign developedcountries was conducted, and useful lessons were drawn from it. This paper mainlystudied performance allocation mode of four countries as the UK, USA, Denmark,and the Netherlands.The fifth part: implementation countermeasure of higher education performanceappropriation pattern in our country. In this part, four aspects of countermeasures ofidea dimensions, activity dimensions, system dimensions and mechanism dimensionsin the process of implementation of higher education performance funding pattern inour country were introduced in detail. The specific countermeasures were: scientificresearch was focused in the idea; performance concept should be strengthened, publicattention should be enhanced. Cost accounting was conducted on the activities level,according to allocation formula to improve evaluation methods; Management systemto be completed, allocation system to be perfected, budget management to beimplemented on the system level; multi-element interaction system to be constructed,mechanism of initiatives, assessment, and audit to be improved on the level ofoperating mechanism.
