As entering into the new century and an increasingly intensified talent flowing andcompetition, there is a need for more adaptable and innovative talents for the social andeconomic development. However, universities tend to form patterns in talent developmentthat have the same or similar models on evaluation of students’ cultivation, and lead to lesscharacteristic and creative students as a result. Therefore in order to reform the education andpromote the creative abilities of college students, the paper has set up an evaluation indexsystem of student’s innovation ability based on which build an evaluation model of student’sinnovation ability to promote the enlargement of creative talents and development ofeducation innovation.This paper in the first place sets forth relative theories on college students’ innovationability, then collects evaluation index on student’s creative ability by means of literaturesearching and questionnaire survey, and after shifting the primary selected indicatorsrepeatedly through the Delphi method gains a result of the evaluation index system ofstudent’s innovation ability as a first level index with four indicators including creativelearning ability, creative knowledge base, creative thinking ability and creative skills, and asecond level index with16indicators to evaluate the creative abilities of college students, andthen determines the proportion of every indicators through improved analytic hierarchymethod, while at the same time puts in relative data obtained form random sampling of threeuniversities in Hunan including Hunan University of Science and Technology, Central SouthUniversity of Forestry and Technology, and Hunan Commerce College by analytic hierarchymethod and gray evaluation method to make an application of the index system, lastlypresents three countermeasures of constructing innovative teaching system, reforming currenttalents cultivation and improving teaching evaluation system for the application of theevaluation index system.At present, study on the creative evaluation index system is both an important branchprogram of evaluation of college education and a hot issue on college teaching reform. Theevaluation on college student’s creative ability is benefit for students to form properself-evaluation, and to acknowledge of their advantages and disadvantages which to make useof or avoid to gain all-round development on one hand; and on the other hand for colleges tohave a standard to objectively evaluate their students, and to learn the advantages and disadvantages in their student innovation, and to make specific improvement to thoseproblems therefore detected in their education, and as a result to enhance the quality ofcollege graduates and improving college education.
