Special Protection Of Vulnerable Children

The Vulnerable Children are a special group in society, which has been injuredand hindered in the aspects of their survival and development for the various innate oracquired reasons. Compared with the normal children, the vulnerable children groupneeds more relief and subsidies from the country or society. Until now, ourgovernment has paid much attention to the objective of vulnerable children protection,plunging in a lot of manpower and material resources, and has made certainachievements in this regard. However, because of some difficulties, there are stillmany vulnerable children living in adverse surroundings which would affect theirrights of survival and development. The Outline of Chinese Children Development(2011-2020) which was issued by the Chinese Government last year had put forwardnew targets and specific plans on the protection of the vulnerable children. Beginningwith the definition, the characteristics and the practical adverse situation of thevulnerable children, and combining with the articles of the Convention on the Rightsof the Child, some other universal conventions and domestic laws which relate tovulnerable children, this composition demonstrates the theoretic and practical basis ofproviding special protection to the vulnerable children group, and offers somesuggestions on improving the system of protecting the rights of vulnerable children onthe foundation of the current system. The paper is constituted by four parts:The first part is mainly about the summarization of the vulnerable children. Itdemonstrates the particularity of the vulnerable children group by analyzing itsdefinition and characteristics.The second part of the composition refers to the foundation of vulnerablechildren protection which is composed of five aspects: the need of protectingHuman Rights, the principal of the equality rights, the upholding of social justice, theaggressive circulation of society and the relief to bad influences on vulnerablechildren taken by the unperfect regimes in our country.The third part is of the principles and orientation which we should comply within improving the system of the Vulnerable Childers’s protection, such as defining the job of protection of vulnerable children as the national obligation, giving differentvulnerable children different kinds of relief, the transformation from the model ofparticular relief to the model of general relief, and the specific rights which vulnerablechildren should be specially concerned.The fourth part relates to the ways of improvement. Beginning with the practicalsituation of the vulnerable children, and according to the target and suggestions in thenew Program of Children Development, this part demonstrates the shortage of thevulnerable children group’s protection, and then offers some suggestions onimproving the system of protecting the rights of vulnerable children. The suggestionsare mainly embodied by two sides: building the model of state-leads and socialgroups-participating, and improving some specific systems relating to vulnerablechildren group’s protection.
