Nowadays, with the increasing speed of the Three-Net integration, the increasing number of the intelligent terminal, the various data service and the increase of the network scale, as well as the conflict between the bandwidth and the needs, which make the traditional network can’t meet the needs of the service. Consequently, the academies proposed the multi-layer by the size of services and multi-domain by the places, which makes the modern intelligent optical network. Multi-layer can easily expanded the size of the network, and make full use of resource, while multi-domain can reduce the blocking rate, improve resource utilization. Therefore, the multi-layer and multi-domain intelligent optical network will inevitably be the development trend of the optical transfer network.In addition, the continuouse expanding of the network made the network management in trouble, including showing the whole network topologies clearly, good alarm system malfunction and more security network management for network management system. This paper mainly focuses on the subject that is National 863 project "The expandable multi-layer and multi-region intelligent optical network technologies and its experimental system.This paper mainly focuses on the following contents:First of all, this paper shows its scientific background, practical significance, needs, its architecture and the key technologies, highlights the most important plane in the optical network, control plane. In addition, it introduced the major innovations in this subject. Second, this paper mainly focuses on the issues involved in the design and implementation of network management plane, which is divided into the Front and the Back. The function of the front desk is topologies display, configuration, trigger command, fault simulation, information statistics and other functions. And the back desk mainly focused on handling various types of message and communication with the front and network elements. In this project, the author mainly worked on designing and testing the background of network management plane, which designed by C++ and ACE package, can communicate with others, write logs, message handling and so on. In addition, there is an introduction of the network management system environment, history, the reason of existence, five functions and application protocols. Finally, it relates to the network management software development.Third, it is the analysis of the current network, traffic grooming techniques and the important of its existence. Describes the classification of traffic grooming, and highlights the dynamic traffic grooming, which is much closer to the actual situation. For its complexity and the specificity of optical transport network, this paper proposed two-layer topologies, and a new algorithm to traffic grooming. After the analysis of the experience, this algorithm does under heavy load conditions, reduce network congestion rate for outstanding performance.
