With the development of the high-speed railway, how to meet the requirements of communication to the passengers, enjoying good voice and broadband data service, it has an important significance on the development of the high-speed railway. Because of the flat structure, and the high rate of data services, low delay etc, these advantages make LTE communication technology present a good prospect in high-speed railway communication system.Within LTE mobile communication system, the handover is a important aspect of Radio Resource Management (RRM), which makes a continuous connection possible by transferring a mobile user from one cell to another cell. Because of the particularity of the high-speed railway environment, such as high speed, high frequency of handover, and so on. It needs to research on LTE technology and algorithm under high-speed railway environment and propose the fast handover algorithm to promise the stabilization of the network.This paper first introduces the network structure of the LTE system and wireless interface protocols. And then it introduces the handover function and class, and reasons which cause the handover, analysis the flow of LTE handover in detail. Then it analysis the factors which influence LTE handover under high-speed railway environment, and gives some reasonable solutions. This paper mainly studies the handover algorithm of LTE. It proposes a new handover algorithm based on the speed and statistical characteristics and a fast algorithm based on the pre-load. Finally, it builds MATLAB simulation platform, simulates the A3 algorithm and new algorithm and analysis them. The simulation result indicates that the improved algorithm can adjust to high-speed railway environment, improve the success rate of the handover.
