Merging advanced development conception and theory into it increase the rationality of the project.By means of computer assistant, it saves time and cost effectively and increase success rate greatiy. Thus, this project management system has important researching and practical value.This paper research and analyze the project management theory in and out, also development situation and tendency of project management system. According to the software engineering management, and combined with china’s present project management situation, it designs, develops and tests the project management system.First, it analyzes the functional requirements and non-functional requirements of the system. secondly obtains the application architecture and running environment of the system according to non-functional requirements,and detailed function design of the system according to functional requirements. Thirdly, it realizes the project management system by MS Visual Studio 2008 according to the function design.Finally, it test and accept the system.
