The Design And Implementation Of The Science And Technology Plan Management System

To adapt to the requirements of the development of electronic government work actively and achieve the electronic information management of scientific project, Hebei Science and Technology Agency proposed the establishment of "the Science and Technology Plan Projects Management System". For science and technology work management department it will establish an internal project management information platform, for the enterprises who want to declare project of science and technology it will provide a network reporting platform. It will realize the information, the networking, the automation and the work efficiency improvement of the management of science and technology projects.The Science and Technology Plan Projects Management System include two parts:"the Science and Technology Plan Projects Online Management System", "the Science and Technology Plan Projects Internal Management System". It will accomplish the whole process information management of science and technology plan projects from the reporting to the acceptance, to the statistics. "The Science and Technology Plan Projects Online Management System" as an information and management center, whose internal users are the departments of the Science and Technology Agency, whose external users are the management departments and application departments, achieves online reporting of the science and technology plan projects. It is a management and service platform for all levels of management users. "The Science and Technology Plan Projects Internal Management System" running in internal network of the Science and Technology Agency, whose user is the departments of the Science and Technology Agency, achieves the whole process management of the science and technology plan projects and the finance of internal departments.’The Science and Technology Plan Projects Online Management System" is based on J2EE which is the current mainstream technology, uses advanced Struts+Spring+Hibernate integration framework. Through full leveraging the feature of the advanced technology framework, it improves the performance of the system, realizes the collaborative government deal.The Science and Technology Plan Projects Management System achieves the whole management process of the science and technology plan projects, the high degree application of network, the operational safety, the high stable and the efficient. This system provides technical support for of the open, fair, scientific and efficient management of the science and technology plan projects.This paper introduces the mission objectives of the construction of Science and Technology Plan Projects Management System, discusses the system’s functional requirements, and analyzes the choice of system technology platform. Then it describes the design of the system, the implementation process of the system, the system configuration, and the implementation process of the key feature.
