Traditional broadcast TV system only supports one-way transmission of information, but with needs of the information and entertainment growing, the user hopes to have more options other than the one-way passive accep-tance of information, which led the development of interactive digital TV. Video on demand (VOD) is the most direct and effective way to carry out the interactive value added services. Through VOD system users can use the TV to watch the programs according to their interests such as movies, TV shows, sports and news. But with the increasing of number of the users, a single video server can not meet the large numbers of clients’needs, so how to manage the video server clusters and the edge devices is particularly im-portant.With the development of the digital television business, large scale VOD systems have emerged as the times require.The current VOD system mainly follows the ISA architecture which is proposed by Time Warner. But with the developing of the VOD business, ISA architecture already can not fully meet users’demand. Therefore, the largest U.S. cable service provider Comcast made a more open network architecture:NGOD (Next Generation On Demand Video). With NGOD the MSO can build a more cost-effective and sustainable development platform which can minimize the technical and operational risks.Based on the NGOD architecture, this paper design and implement a Session Manager(SM) and Edge Resource Manager (ERM) of the VOD sys-tem. Session Manager is responsible for session life cycle of the on-demand service and communication with the resource managers to allocate video re-sources, network resources and the edge resources which the session needs. The Edge Resource Manager is mainly used to manage the edge IPQAM re-sources and works with Session Manager to allocate or release the QAM re-source. Edge IPQAM devices can receive the IP stream from the Streaming server and convert the stream to analog signals which can be transmitted in the HFC network, then the set-top boxes can receive the on-demand program based on the special frequency and program number.
