With the issuance of3G licenses, to satisfy the requirements of people on the communication exchange network speed, China Mobile, Unicom, Telecom operators have established a large-scale of3G communication base stations. However, many people began to focus more and more attention to whether these communication base stations would be harm to the surrounding environment and human health while they enjoy their greatly convenient of modern communication equipment. So, how to evaluate the electromagnetic radiation pollution in the qualitative and quantitative way is an urgent problem.To the background of electromagnetic radiation environment evaluation, we have a study on the intensity of TD base station electromagnetic radiation. Because of the difference type of antenna between TD-SCDMA base station and GSM base station, the traditional measurement and prediction method could not fully meet the measurement of the smart antenna of TD system. From the study of the electromagnetic radiation safety standards by the State Environmental Protection develop《electromagnetic radiation protection and《Environmental electromagnetic radiation environmental protection management guide-electromagnetic radiation monitoring instruments and methods》 as well as 《Environmental electromagnetic wave health standards》 which was made by the Ministry of Health, Mastering the principle of field measurements to be followed. Combining the smart antenna array direction map, we propose a program to distribute the measurement points.Due to the higher costs of the actual distribution measurements, a prediction algorithm is proposed based on the TD base station electromagnetic radiation characteristics. The field measurements and prediction of the base station--new campus administration building of Zhengzhou University have been accomplished, data analyses show that:First, the accuracy of the prediction model is95%, This verifies that the prediction model is feasible; the second, By comparing the measured data, forecast data and the national standards, it’s found that the measured and predicted values are less than the national standard value, providing a certain amount of data to support evaluation of electromagnetic radiation.
