The archives management according to law in China have been promoted more than 20 years, and have gained great achievements and progress, while there were also many problems. The present archives administration system and mode also more and more don’t adapt to the development and requirements of the current social economy situations in our country, Where is our country archives administration going to in the future? The archives administration department、the researchers and front-line workers have being summarized, reflection and discussion these in further.The archives management according to law and the transformation of the archives administration mode is a long-term difficult task for the archives administration department, but is the fundamental guarantee and a necessary way for the development of archives. In the current environment and conditions, to really push to manage the archives according to law only by establishing the system and mode of mainly on administrative law enforcement and administrative guidance as complement, by strengthening law enforcement supervision and inspection, by ensuring that the laws are strictly observed and the laws strictly enforced and law-breakers must be prosecuted. Through these measures the archives administration departments promote the healthy development of the archives management and scientific development and harmonious development finally.This paper summarized and analyzed the administrative management situation of our country’s archives and theoretical research, and then presents the target, task, archives law enforcement basis, authority and the procedures, methods and steps, etc, of the archives administration according to the duties and functions of the archives administration department ruling by the archives laws and regulations. Then finds out the gap and analyzes the causes, at last introduces that the system and mode of the future trend of archives administrative management is mainly on administrative law enforcement and administrative guidance as complement. And the author discusses the realization of this model method and the way. In the final, in order to support the point of this article in practice, the author introduces the experience and success of Hui county archives in Henan province to push to manage archives according to the administrative law enforcement primarily in recent years.
