The identity and location properties of IP Address make a serious impact on the mobility and security of Mobile Internet. Therefore, according to the "mobile Internet network and information security technology research" which belongs to the projects of national science and technology, the architecture of Mobility Management based on Split Mechanism (MM_SM) is designed and implemented using "Identity and Location Split Mechanism (ILSM)" and "Access Address and Core Address Split Mechanism (ACSM)" in this paper, which resolves the problems mentioned above.In this paper, Mobile Internet is logically divided into one core network and many access networks, and the PMIPv6that based on ILSM are used to manage the mobility inside the access network. Besides, the mobility between access networks is charged by using ACSM. Furthermore, the operation of Separating data forwarding from mobility management is implemented in order to ensure the reliability of functional entities.To be started, after analyzing the current situation of Mobile Internet management, the mechanism and necessity of PMIPv6are elaborated, following by the shortcomings of PMIPv6, which are security and mobility of core networks and key functional entities’reliability.Moreover, the architecture of "MM_SM" is designed after discussing the relative techniques. This architecture includes:(1)’Identity and Location Split Subsystem (ILSS)";(2)"Access Network and Core Network Split Subsystem (ACSS)";(3)"Data Forwarding and Mobility Management Split Subsystem (DMSS)".Then, the key techniques of "MM_SM" is designed and implemented by procedure, which including:mobility registration module, message send/receive module and MN-event monitoring process in the ILSS; active-state management module, tunnel encapsulation/decapsulation management module in the DMSS; mapping management module, mapping operating module in the kernel in the ACSS.At last, the prototype system is designed to test the functionality and performance of the "MM_SM" system. The functional testing includes the management of Mobility, tunnel encapsulation/decapsulation and mapping, and the performance testing includes the capability of network connectivity and whether to support the Application Layer Protocols (such as HTTP/FTP). The results of tests show that the design of the "MM_SM" system has been successfully implemented and get a stable performance.
