Informatization has been promoted to the same position of industrialization, urbanization, marketization and internationalization in the 17th party congress. This decision fully embodies the special position of informatization in the national thoughts of the scientific outlook on development. The informationization construction of safety in production is the important way of achieving scientific development and security development. In recent years, the party and the government have paid more and more attention to the safety in production, which also has been widely concerned by all sectors of the community. Accordingly, in order to maintain the stable development of safety in production, we must make full use of the modern technology of information network, and promote the comprehensive supervision level of safety in production.The construction plan of national public emergency has been issued during the 11th five-year plan, which regards the emergency communication guarantee capacity, emergency management information system, and the warning system as the three important parts of emergency system. The special plan of national informatization on safety in production also takes important announcements on the construction of emergency rescue platform.The fundamental resource management platform is the basic application platform of realizing the emergency management and dispatching. This database is the supporting data center of establishing accident intelligent warning system. It is also the centralized, unified and standardized central service system of safety monitoring data. Based on the principle and strategy of loose coupling, this system realizes the coordination among systems in the basis of its own, using standard open technique and SOA architecture. This system takes the application mode of two-tier development between province and municipality, and the whole network application. The data between province and municipality is cooperative and clustering management. The goal of our design is to provide the consistent version of software system among the province and 17 municipalities; realize the software installation and development among the two-tier 18 units; maintain the consistent and collection of data between province and municipality; provide basic data for the upper operational platform; support seamless integration. The user can get a personalized version via initialization and application accumulation.System functions:1) with metadata management function, including table structure, data element, and information classification code; provide the definition, generation, updating and distributing mechanism of basic information database table.2) provide the addition, deletion, and query (including records and statistics) function of database, with GUI and Web Services based on SOA architecture.3) establish two core database: institutional-personal database and enterprise database; create views of various roles based on these two database; provide privilege management based on roles.4) establish the horizontal and vertical synchronization mechanism of data and resource structure.5) implement the application entrance and user interface, regard data as the centered organization function.System architecture:1) support the hierarchical architecture, the separation of presentation layer, business logic layer and data access layer, the data exchange among layers through XML.2) establish message specifications of data interchange between the peripheral system, in order to conveniently provide data support for the upper system, and data exchange for the peripheral system.3) create a personalized version through initialization and application accumulation.4) adopt the SOA architecture combining service components and data contract; create contracts and service cluster of system function interaction and data exchange, in order to make system loose and be easy to interact with the external system.5) the data access layer is independent of the operating system and database platform; support different operating systems and database products.The system has been built, deployed in many cities, and achieved satisfactory results. Emergency command platform and intelligent warning system are trying to connect with the system services; the standardization of information classification among operation data is achieving in the system; the centralization of public data has been completed. Based on this system, the Safety Supervision Bureau in Shandong province is planning to strengthen GIS function construction and the prediction of accident. We are ready for the future construction of comprehensive, intelligent, and timely safety supervision service platform.
