Procurement is a core part of telecom business. In the full-service competition, the telecom operators, which have a large investment, are necessary to establish a professional, systematic integration of procurement management system. The system can achieve economies of scale, reduce operational links, and lower procurement costs and improve overall service quality and efficiency. Involving large amounts of data, processing information, procurement has a very high demand for the timeliness of data. In the telecom operator’s business practice, through the establishment of information systems to support procurement operations has become a general consensus.This paper first analyzes the new situation and the trends of telecommunications operator’s procurement, and then discusses the status of procurement management Unicom and its problems in procurement management. At last, technical architecture and application architecture, organization and implementation of the procurement management system for China Unicom code development is designed.The results of this paper-China Unicom procurement management system, can support the overall procurement operations, improve the business, and open up business channels between the various departments, ultimately achieve the material management in the procurement process in the full life cycle management. Through centralized procurement management system, procurement of materials expands the scope of China Unicom to enhance the overall procurement capacity. Through bidding, inquiry and other means reduce the cost of procurement of materials Unicom and improve the quality of purchased product procurement. The system enhances the transparency of the procurement process; strengthen normative procurement action, while establishing a long-term business with suppliers and cooperative relations.
